Building licence
Conditions :
* the applicant must be the owner of the land on which the building will be erected
* the land must be a part of a subdivided lot with all main services and must be complying with the town planning plan
* to meet the applicable rules relating the protection of farming lands, ruins , archaeological remains, natural and urban sites and reserves
* the applicant must submit all documents required by the rules in force.
Required documents :
* application
* certificate of ownership ( certificate of ownership, a certificate testifying the possession or a contract proving the origin of the ownership or a notarial deed or a court judgement )
* 03 copies of the building plans
* Declassifying decision if the land adjoins a coastal public domain or a public road
* Certificate of taxes on revenues
* Certificate of taxes on lands
* Plans of the building's different floors
* foundations plan
* location plan
* Environmental impact assessment for buildings , works and equipment which may have impacts on the environment
Different steps :
* submitting all required documents
* examination of the application and enclosed documents , site visit if need be
* submitting the whole file to the technical committee of building licences
* licence decision or refusal ( with arguments)
* payment of required fees and licence granting
Period of time :
* within 45 days from the application date
* within 60 days for buildings located in a area which urban planning is under way
* within 90 days if the building is located 200 m away from natural, cultural , archaeological and historic sites or reserves.

Recommendations:
* The granting of the licence does not impair third parties' rights
* Any building licence holder shall display a notice board at the entrance of the construction site containing information on the licence, its granting.
